R9 390 Crossfire help (Bridgeless CrossFire)

Recently bought 2 new GPUs (2 x MSI R9 390 8G Gaming), and noticed that the newer AMD cards don't need a Crossfire bridge. I have 1 of them plugged into a PCI-E 3.0 x16 slot, and another plugged into a PCI-E 3.0 x8 slot (my motherboard doesn't have dual x16 slots). (obviously PCI-E power supply is connected to cards too).

Only one card is showing up in Device Manager, and there are no options for Crossfire showing up in CCC. There was no documentation with the cards from MSI, and online documentation for the new bridge-less crossfire on R9 390's is non-existent.

Any advice or directions towards a tutorial on how to get these both setup so I can get on with my 4K gaming?

This is my first CrossFire experience/attempt, so I'm sure I'm missing something.

Windows 10 driver uninstall seems pretty lackluster. I've uninstalled my AMD drivers (and CCC) several times, and restarted, but the drivers are always still there after reboot.

It seems through my other internet searches that getting both cards to show up in Device Manager is the first step towards a successful multi-GPU setup, then go from there?
 


It's a brand new Seasonic 1000w Platinum.

That forum doesn't seem too helpful, as it implies both cards are being detected in Device Manager, but one of mine is not (The top slot, if that matters).

After installing my second card into the bottom slot, the active video output from the top slot stops working, and I have to move the monitors DVI connection to the bottom monitor.
 
OK, I fiddled with BIOS settings, and removed and reseated the cards in a different order, 1 at a time, insuring drivers were successfully installed for the first card, then repeating the process. Both now appear in Device Manager, but I can't access AMD Catalyst Center.

When I try and launch Catalyst Center, I get the following error:

"Catalyst control center cannot be started
There are currently no settings that can be configured using"
