R9 390 high temps

Just bought an msi r9 390 and i'm concerned about the temps.

60 degrees at idle and between 90 and 94 degrees while playing battlefield 4 with the fans on the card at 100%.

I am wondering if this is being caused by bad thermal past or fans?

Also i live in Australia and temperatures outside are around 30-35 degrees Celsius
 


The MSI card has high idle temps because the fans are off at idle. Does you case have good airflow?
 
I knew the fans were off I just read other people's reports of significantly lower idle temps with the same card.

My airflow should be excellent, I have an nzxt s340 with 2 140mm noctua fans in the front for intake.

I'd say it would be around 30 degrees in the room so would that alone be enough to cause the temps I'm getting?
 
The fans are already at 100 percent by the time the card reached 94 degrees so will setting the temp target to 50 slow the gpu or deliver less power to the gpu?

I have purchased thermal paste and I intend to change the thermal paste anyway because it can only make my situation better.

I also purchased some 2000 rpm Ek vardar fans to exhaust more air out of the case so hopefully this combined with the thermal paste will bring my temps to an acceptable level.
