So I bought an MSI R9 390 graphics card about two years ago. I formatted my PC a while back and upgraded to Windows 10 from Windows 8.1 and just the other day (after taking playing the Dark Souls series) decided to reinstall Witcher 3. However, it seems to be running at a lower frame rate than it had previously. I don't know if I've just gotten used to the much higher frame rates of DS3, but I'm pretty sure it was never this bad (I've never actually tried to measure the frame rate). It also stutters during the intro cinematic, which I'm sure it never did before. So I've decided to run a benchmark on userbenchmark.com and have noticed my GPU runs much worse than what is expected (at least according to that site). I have no idea what could be causing this.
Please help!
PC specs:
Core i7-4790
16 GB DDR3-2400 memory
600-something watt Seasonic power supply unit
OCC Vertex solid state drive (primary drive on which I've installed Witcher 3)
