R9 390 not working properly

I just got an R9 390 and I've noticed some pretty significant fps drops in many games. In BF4, I can go as high as 130fps, and drop as low as 30. Same with Arkham City and GTA V. I though it was my CPU, and it probably has something to do with that, but I've done some research and found out others with much better CPUs are having the same problem (with 390x's as well). In games, my card's usage seems to fluctuate rapidly, going from 0-100% when it wants to, causing massive drops in fps (once, It ran around 19 fps in BF4 for a few seconds). I wanted to know if anyone had any fixes.
I'm running the latest drivers. Also, my CPU is probably bottlenecking my card, but I doubt it would do it to this level, not to mention that my CPU usage doesn't go all the way up.

FX-6300 @ 4.8 ghz
MSI R9 390 (at stock)
Gigabyte GA-78LMT-USB3
Seasonic 620w PSU
1tb WD Blue 7200rpm HDD
8gb G.skillz 1600mhz ram
 
if you're using Crimson drivers from AMD, there is an issue of the drivers not letting your fans speed past 20% (causing your card to over heat, sounds like it's being throttled so it doesn't cook it self)

roll back to the pre-crimson drivers, AMD said a hot fix is coming Monday.
 


I rolled back, didn't help. I'm starting to think that this is a problem with my GPU itself. I just benchmarked Hitman Absolution and got an average of 20fps (with AA off). I increased the power draw to maximum and got 40fps, but that's still less than my older card, the R9 280X. I'm thinking of just sending my card back in and getting a replacement. Hopefully, they won't send it back to me saying "this is how the card is supposed to run."
