R9 390 not working

Installed MSI R390 8Gigs today Started computer and got Asus bios start, then windows start (with moving Circles) goes to black screen and at the same time the graphic card fans stop working. This is the 2nd card with same problem, tried in two different pc to no avail. Put my older card back in and it worked on both pc.
Any Solutions to problem would be appreciated.

The fans turn off when not under load, so that is normal for that card when it starts up Windows. Did you uninstall your old drivers beforehand?

Fans going into 0 dB is normal, but blackscreen isn't.

Sounds like this windows install was not done with this card. Also your motherbd is UFEi and since you had another GPU in it, it may be blocking the startup. UEFI is more secure than the old Bios. You may need to enter the bios and enable CSM and/or disable secure boot.

boot your PC without the 390 just using integrated graphics; run DDU, reboot in safe mode and uninstall all old nvidia/amd drivers from DDU. Shut down and reinstall 390 and boot Windows.
