R9 390 only two fans spinning and computer freezing?

So im using my computer for the first time today and triyng to play Bioshock Infinite on max settings when the entire computer freezes on the last frame and starts making a buzzing sound. It also happened earlier but I was just on youtube and not doing anything particularly demanding. On top of it only two of the three fans on the graphics card are spinning. How can I fix this problem. Is it the card overheating?

edit: my gpu idle temp is 47c and that seems high, how can I fix this?

can you list all the specs including os, psu ?

seems that either the GPU isn't getting enough power as maybe the power from your PSU has dropped over time, or your GPU is just running too hot because one of the fans has stopped working.

Well what is your temperature under load? idle temp does not really help much.
Have you tried spinning the fan using your finger to see if something like a wire is not blocking the fan from spinning?

And as others have said, please list your computer specs Power supply etc.
