Trying to determine which would be the better option for my computer that im building. I have the ability to obtain a secondhand r9 390 for 240$, as compared to the GTX 1060 which is listed at 260 for the 6gb model, or cheaper for the 3gb.

Which should i go for here? It would be paired up with an i5-6600k clocked at 3.5, with the potential to overclock.

Thanks.

GTX 1060 of course. 1. Its new, compared to the 1 year old R9 390 2. It performs better, ~ 980 performance 3. Much more power efficient and cooler. I own a Strix GTX 1060 myself combined with a i5 6600K, its a awesome GPU! i have maxed out Witcher 3 and ROTTR (without hairworks) on my 1080p 60Hz monitor. Witcher 3 never drops below 55 Fps! (except for loading screens and sometimes cutscenes)

to me, im not a super hardcore gamer but i do want to have decent specs which is why im going to build the computer that i am currently building, my main concern is price and if i can save money and get relatively similar performance i would prefer that. For my purpose, which is to mainly do medium to heavy gaming, and to have a pretty good futureproof rig, would you still recommend this?

It's not only about hardcore gaming, but also about editing and rendering using video/image editing softwares. If you are investing money for graphic card than do one time investment which will do all the job n no need to look for upgrading ur card for next 2-3 years.
For me gtx 1060, did lot of research and made up my mind on 1060 as it is coming to my budget.

Do R9 390 Perform like a GTX 980? of course not, add 20$ and get a brand new GTX 1060. 20$ isnt much, for 20$ more you will get ~15-25% more performance.
