R9 390 stuttering or frame drop

So I've had this graphics card for a while but I've had this problem for a long time. I never gave it a try to fix it until now and it's actually driving me crazy.

To start off my computer specs are:
i5-6600k
16GB Ram 2133 mhz
MSI AMD R9 390
EVGA 750W Gold 80 certified


Some examples about the problem looks like the following on a really not so heavy loaded game called Dungeon Fighter Online (DFOG):

And this seems to happen really often. The really weird thing is I can play games like Overwatch on ultra settings with smooth 100fps+ but the stuttering will also happen now and then. Almost for a split second it seems to happen on any game. Any other time, the card will still work wonderfully.

Here's the things I've tried so far:
Downgraded Radeon Drivers
Upgraded Radeon Drivers to the latest version (Both using DDU)
Overclocked CPU
Use Clockblocker
Disable ULPS
Between other solutions offered in forums, amd reddit, etc.
Reformatted computer. Windows clean install


I just can't seem to find a solution to this stuttering at all and can't find an answer.

Some of the weird things I noticed was that my Core Clock usage would spike between 1500MHz which is the max and 150Mhz which is the min. Also GPU Load Spike in GPU-Z spikes incredibly all the time. (Between 0% to 100% instance to instance). This also happened in the afterburner Graph I showed while using unigine heaven's benchmark. Got the stutter and a 0% GPU Load. Not quite sure if they're related.

ANY Help is appreciated!
 
More than likely it's internet related, not GPU related. Looks more like "lag" to me. Do you see this behaviour in offline games/benchmarks - that min 8.7 FPS in Unigene Heaven is fairly normal I think, since it occurs while textures are being cached? Also the sometimes 0% then 100% load switching on AMD GPUs is normal.

Yep, when I was doing the Unigine Heaven Benchmark I noticed the same stuttering and the lowest fps changed from 24 to 8.

Hmm I don't really have any offline heavy games that I could test it on since I recently reformatted my computer in hopes of fixing this, hence why I used Overwatch as an example but that's also an online game.

Couldnt the culprit be the GPU Load spikes? Because the thing is I dont notice it happening at all in games like League of Legends. But Overwatch will now and then have a little stutter (nothing too crazy) but DFO seems to have the most insane fps drops like shown. Which doesn't make any sense to me, the lowest quality game having the biggest fps drops.

Also, idk if this might be useful info but I tend to play all my games in Windowed(fullscreen)
 

Load spikes are normal for AMD GPUs, and they don't affect performance with micro-stutters.
Have you tried monitoring your internet connection? I'm guessing you are getting dropped packets or spikes of very high latency (ping) which would result in the exact things you are experiencing.

Well what I did try a while ago was to ping the site dfoneople.com for a while and there was no packet loss at all.
My internet speed 200Mb/s download and 178 Mb/s upload. Hence the reason why I never considered it internet being a problem.

Forgot to add too, when I did the benchmark I was using an fps cap limit of 60 to see if it would fix my problem in game (which didn't). Tried it again and got

Also during the benchmark I saw a couple of stutters again (super small) but noticeable and saw the GPU Spike again like 3 times in GPU-Z

Last thing I also noticed was that during the benchmark I noticed that in afterburner the GPU load spike also spiked a bit. Less than GPU-Z showings

Those spikes are normal imo (I see the same thing on my R9 390). The stuttering is not normal, however. I'd still try an internet monitoring app (or use the monitor built into your router). Latency (ping) with the game server is the thing you want to look at WHILE connected to said game server - not outright bandwidth (which is obviously plenty).

Sorry for the late reply, do you have any monitoring apps you'd recommend. I'm seriously out of ideas about what the stuttering could be (and it seems to have stopped on overwatch completely, but in dfo for some odd reason is still as severe).

I honestly have no idea what I'm looking at but is this pointing at any bad latency issues? The thing I don't understand then is why Overwatch would run without any stutters now while DFO still does while they're both online games.

Because Overwatch servers are either closer to you (i.e. your ISP), or are simply better performing (i.e. have better network infrastructure/data handling/hardware). I don't know anything about DFO (let alone their network systems), but have your tried connecting to different servers, e.g. East coast vs West coast etc?

Yes, i tried connecting to both West Coast and East Coast but it's the same. Their servers are located in L.A. Whichi s why it boggles my mind so much.
