R9 390x 8 GB "Ran out of video memory. Exiting..."

Okay so I have scoured Google and used the search feature on many forums and everything I can find about this error doesn't quite fit the bill of what I am experiencing (the systems people are using are way less... beefy... than mine and don't have the same OS, etc.)

I so far have gotten this error on America's Army Proving Grounds, and just last night for the first time on X-Com: Enemy Unknown (after having put 40 hours in on this system.)

PC Specs:

CPU: AFX-8350 @4.0GHz
GPU: MSI r9 390X @ 1100 MHz - 8GB DDR5
OS: Windows 10 64-bit
RAM: 16GB DDR3 1866

The crash seems pretty random. Sometimes I can play for 5 hours, sometimes for 2 minutes. All the other threads I can find are either people running 32-bit Windows (who need to tweak their memory settings) or people running 1-4 GB video cards.

The thing is, I could see GTAV pushing it if I had everything cranked up (which I mostly do, but not always) as it is a resource hog. But to have AAPG run out of video memory running on Unreal Engine is crazy. Same with X-Com. According to reports, I am using about 10-15% of my VRAM when it crashes.

This is getting pretty irritating considering I am getting the same issues that people with systems 1/4 as beefy.

Any ideas that pertain to Windows 10 64-bit or the 390x having this issue would be welcome.

I do see that there are some threads about the GTX900 series cards having this as well, but the solutions seem to be disabling nVidia features so it wouldn't apply in my case.

i haven't seen any game yet that actually uses over 6GB of vram for anything. so the 8GB is definitely not being filled up to a point where it would cause this issue. try running monitoring software that will show what your actual vram usage is when these errors are occurring.

there has to be a problem with the card, with the drivers, or with the PCIe slot being used.
what PSU are you using?
 
OK. I have the MSI Gaming app running when I am running games now and that is where I got the report of 10-15% of VRAM being used. I only started using the overlay on that app once this started happening just so I could see exactly what is being used.

I have 2 PCI-E x16 slots and I have it in slot 1 (as instructed by MSI.) I have never tried it on the other slot because MSI says performance may degrade. It's mainly there for XFire (can't really think of anything else that would need another x16.)

Drivers are on latest update (just checked with AMD Gaming Evolved - on 16.3.2) I am not sure if this started right after a patch or not.
 
Nothing specific about this issue in the update notes but it does mention the Gaming Evolved overlay causing some crashes. Not sure if that is the overlay I am using or if it is the MSI Gaming App that has the overlay. The notes don't mention exactly what the crash says so it may be unrelated.
