Question R9 390x won't let me turn on my pc!

So I've bought an r9 390x gpu to upgrade my rig to game on (currently using a 1gb rapid-fire pro) and it seems I can't get the pc to boot when I physically install the gpu it just makes a noise and does nothing but if I put my old card in it works perfectly fine. Do I need to tweak something or Uninstall or install something? Or is it the bios? Please help!!!!! My specs are:
I7
16gb ram
DP67BG mobo
Currently using rapid fire 1gb gpu
Ax750 corsair gold
(gpu I'm trying to use xfx radeon r9 390x)

What's the make and Model number of your PSU ? Did you plug the PCI-E/PEG connectors to the GPU from your power supply unit ?

What kind of noise it makes ? Do the fans spin on boot ?

Hello thanks for the reply! I'm using a corsair ax750 gold psu and I'm using 2 separate 6pin to 6+2 pin cables as the gpu requires a 6 and an 8pin I was going to use a single dual ended cable but read you needed 2 separate cables so I bought them.
