R90 Stuttering and low LOD in almost every game

Ok, a couple of months ago I bought a r9 390 and it ran pretty bad, so i returned it and changed it to the sapphire version which still ran bad, I changed my CPU and motherboard to see if that would fix the problem, it didn't. So now im stuck at a standstill as what it could be, the only non new things left in my pc is the ram, PSU and Storage drive. Can somebody tell me why the problem occurs on 2 separate motherboards with different CPU's.

CPU: Intel Core i7 4790K @ 4.00GHz
OS: Windows 10- 64 bit
PSU: Evga 850w 80+ gold
Ram: 16.0GB Dual-Channel DDR3 @ 799MHz (11-11-11-28)
Storage: 1863GB Seagate ST2000DM001-9YN164 (SATA)
GPU: Sapphire R9 Nitro 390 - 8GB GDDR5 - 512-bit PCIE DVI-D
Driver Version: Crimson 16.3.1
 
Bad drivers?
First of all you need to TOTALLY remove all the old drivers. Use this link.
http://www.wagnardmobile.com/DDU/
Note:
Select the respective company(i.e Nvidia or ATI) drivers to be uninstalled.
Use clean and restart option.
And then install the new drivers after rebooting.

Ok, ill try this. Ill get back to you if its worked. install the Display Driver Unistaller correct?

Have you checked for background processes while the game(s) are running? Run a game in a window and look at your CPU and RAM usage in Task Manager. See if anything besides the game is using any significant amount of CPU or memory.

How about your temperatures? Have you checked to see if perhaps your GPU is throttling due to excessive heat? If it's affected multiple cards, you might have bad airflow in your case.
