I am running Windows 7 64bit in Normal Mode, and everything works fine (afaik) except the GPU, which is undetected even by the drivers for that specific card. I'm running a display in 1080p, connected via HDMI using my GPU's HDMI slot, not my onboard graphics.
So I went on a trip recently, when we came back the power had been cut (fridge and freezer reeked), and my PC wouldn't power on. After a lot of random poking, prodding and re-seating I managed to get my PC working for a full day, then we had another power cut and initially my PC wouldn't POST, again somehow I managed to get it working but only in Safe Mode (Windows 7 64bit), when I tried to launch Windows Normally I would get the Windows Logo and shortly after my screen would fade to black and stay that way (before logging in to my Windows User).
I was researching and decided to completely wipe my graphics drivers in Safe Mode and reinstall them, well once I had deleted the drivers I could now launch Windows in Normal Mode and everything seemed fine. I tried to download the latest drivers for my card (R9 280), used the automatic AMD app (autodetectutility.exe) that detects my hardware and downloads the appropriate driver and it downloads it for me. It detects my graphics card as "Radeon HD7xxx Series PCIeRadeon HD7xxx Series PCIe" even though I have a 290, which I found odd but there was no way of changing it so I proceeded. I downloaded it but before it can finish installing it pops up with an error:
"Failed to access Installer Manager Engine. Please ensure that no other instances of Install Manager are currently running"
So I used the Services tab in the Task Manager to close anything that might be using it and no error pops up, but even after all that that the Installation is complete and it says: "AMD Software and Drivers have not been installed". And only gives me a View Log... No repair or try again.
If I try to launch AMD Settings a window pops up saying "No AMD Graphics installed, or the AMD driver is not functioning properly. Please install the AMD driver appropriate for your AMD hardware". The AMD Gaming Evolved app, in the "drivers" section says "Automatic driver updates are not supported for your video card."
Also it seems that at random intervals Radeon Settings stops working and Windows prompts me to close the program or check online for a solution.

UPDATE: So It randomly worked for once in Normal Mode, it detected the card and I started up CS:GO to check it, everything was fine. Then my computer froze, couldn't even open the task manager, had to hard reset. Now it's broken again.
