The 4650 is better of these two, however if you are interested in gaming I would suggest you spend a little more.

List your price range and your system configuration (with power supply) if you would like other suggestions

9500gt can not use 1gb of ram effectively

4650 ddr2 is slightly better than a 9500gt ddr3, and a good deal better than 9500gt ddr2
4650 ddr3 is a good deal better than a 9500gt ddr3
