Question Radeon 5700 xt poor fps

Setup:
CPU: Ryzen 7 3700x
GPU: Radeon 5700 xt
Motherboard : Asus x470 pro
RAM: 16GB 3200 Mhz
System: Windows 10 64bit

This is a new PC all new parts (built 1 month ago) and i'm having trouble running games at a good fps. For example in Black ops 4 i get 30 fps on medium quality. I've updated gpu, chipset drivers, and BIOS. I've downloaded the drivers clean and over old one, with no avail. CPU temp and clock speed dont seem to be the issue.

My GPU ,in game, maxes out on the memory being used and the clock speed nears its upper limits but the temp remains around 50 Celsius.

What is the make and model of your PSU?
Do you actually run the RAM at 3200? Check with cpuz or BIOS.
Have you plugged all the necessary power cables from your PSU to the GPU?
Do you have the latest updates for windows in version 1903?
