Radeon 6850 will bottleneck my pc spec if chosen?

Greetings ,

I've been in a huge confusion to buy a graphic card for a while and i finally found something that actually is perfect for its performance [In price that is].
But the problem is that my pc spec is very weak , i can upgrade few of my stuffs from it , but that wont make a difference to the "bottleneck" issue.

The thing is that , the nearby tech store of mine offered me a GTX 550 ti since i asked him for a decent DDR5 gpu. But when i browsed a little bit about it , i found out that 550 ti was a bit overpriced [8500/- Indian Rupees] for its performance and that Radeon 6850 is even better and only at a slight rate rise, which is 8850/- INR.

But my question is that , can i run it on my PC?

This is my PC spec [its weak :X] :

Core2duo E7400 @ 2.80 GHz
2 GB RAM [ Will upgrade it to 4 GB before buying the GPU ]
250w PSU [ Need suggestions for an upgrade of PSU ]
Nvidia 9400GT [ Replacement in order ]
17 inch LCD monitor.

Thus , based on the size of my monitor , i can play games at maximum 1280x1024 reso i.e 1080p [I can , i've tried in games with lower graphics] , i would like to have a suggestion on graphic card IF and ONLY IF , 6850 is not good for me. Also if 6850 is okay for me , then i would like some suggestions for a decent PSU to support it.

I dont think it will bottleneck because you are playing at 1280x1024.
