Radeon 7770 Causing severe screen tearing when scrolling?

Hi, i recently bought this desktop ( http://www.shopping.hp.com/en_US/home-office/-/products/Desktops/HP-Pavilion-Elite-Phoenix/QW827AA;pgid=GwRQXQm6CA9SRpAcIk4e8l7g0000w3nG9LP_?HP-Pavilion-HPE-h9-1135-Phoenix-Desktop-PC&&rwCatalog=-&rwCategory=- ) (relax, it was on sale) and so far am loving it very much.

One major problem i have with it, though, is that i'm having severe screen tearing issues when im scrolling through my browser. I dont recall having this issue when in games, but on youtube, for instance, if i scroll up and down, the video lags behind and there are 1 / 2 extra horizontal frames of the screen overlapping each other, like this http://img42.imageshack.us/img42/4034/capturencc.png . That is after i scroll down then back up to the video. This happens on any website, on any browser (chrome, explorer, firefox), on any monitor (checked my other monitor, as i have http://www.amazon.com/Gateway-FPD1975W-Widescreen-High-Definition-Flat-Panel/dp/B000H2PMXQ at the moment).

So im suspecting that it's an issue with my video card, but what? Vsync? Drivers? One thing i suspect is that the computer cam with AMD Vision Engine instead of Catalyst, so i installed Catalyst 12.4 and it never showed up on my HDD so i ignored that and assumed Vision Engine is fine enough.

user driver sweeper to uninstall your video drivers in safe mode. then reinstall Catalyst. preferably 12.3, or 12.7beta. It sounds like a drivers issue, and a driver update should fix it

Why are you scrolling thruough your browser window while playing a video. I suspect that the problem is windows is trying to draw the frames in different places on the screen at the same time because you are moving the video window around. Just don't move the video while it is playing.

+1 i tried a beta version for my nVidia card and had the same problem, rolled back to the best driver and bye bye screen tear.

All i did was go to AMD's website, download the Beta driver 12.6 instead of reinstalling 12.4 and so far everything is working very well.
