[SOLVED] radeon 7870 wattman error

So I am rebuilding an older desktop for my daughter. Windows 7, 8 gigs of ram, older amd athelon 2x4 630 processor and my brother gave me an old Radeon 7870 card when he upgraded his computer. Got everything setup and this thing was actually playing Destiny 2 just fine. Windows updates roll around and install and now this thing is bricking any time I open a game at all. Even old crappy ones. I've rolled all the way back to Adrenalin 18.9.3. for the video card driver and it's having issues still. I looked and there are no fast boot settings to turn off, playing with the power setting and turning the speeds down don't seem to do anything. I'm kind of at a loss. At this point if no one has any suggestions I may just put the old card I had back in and call it a day and we can play classic games on this thing. Just sad because I realized it ahd my steam account setup on it and moving everything when i reload steam on a compute has never worked right for me.

Edit: Forgot to add I ahve an antec earthwatt 650 watt psu in there

here's the current configuration, Motherboard is hard to say. It's whatever would have been in a Dell Inspiron 570 MT (it's like 10 years old, but the card is like 5 so I thought it would work but...

it's may be windows fighting with the card it also could be a bios update or even that the board doesn't support the card and it's just now fighting the compatibility with the card drive the board was using.
whats the board you have???
