Radeon and HDTV problems!

I have a PC hooked up to a 40" HDTV and the video card, a Radeon HD 7870, treats the TV differently than other monitors. Yes, the HDTV IS a 1920x1080 display, and Intel graphics and Nvidia graphics treat it as such. My problems are only with a Radeon card and AMD's drivers. (The default Microsoft windows VGA driver doesn't not have any of the issues below with a Radeon card)

First of all, even though the display resolution is set to 1920x1080, several of my games and all of my web browsers, icons and all Windows text in general act like they're on a 1280x720 display. The most outrageous case is Phantasy Star Online 2, which fills the whole screen at 1280x720 settings and looks badly upscaled. There is severe ghosting and the colors are more washed out than if the TV was displaying a picture from an Nvidia card (a GTX 460 installed on a Win7 PC was used for the comparison). I've used both the latest Beta and non-beta drivers. (13.11 beta and 13.9 normal)

Is there any way to get AMD's drivers to treat the TV like a normal monitor? This happens with either VGA or HDMI output and the Windows 8.1 has been refreshed, so I'm sure no other software is interfering.

It is set to 0% scaling in the Catalyst Control settings

I'm noticing all install program windows treat the display as 720p as well.
