Radeon HD 4670 and a 300 Watt PSU?

Hello, Im looking at buying this GPU:

It says the required Power to run this card is 400W but i have heard that a 300W will do just fine, is this true?

I have a PS 5301 0SHA Lite on PSU
with 19a on the 12v rail,
Would that suffice?

Yes it will work.
19Amps through the 12V is actually rather good for a 300watt PSU.
However, at that price, u can get a HD5670 GDDR5 which is much faster, or ramp ur budget up a bit for a HD6670 which itself is 10% faster than the 5670 while consuming less power.
