Radeon HD 4870x2 and Settlers 7

Ok I have a pretty good pc setup. Ive looked everywhere for answers to my issues and i have yet to find anything that works. I have seen videos of a guy running Settlers 7 on the same graphics card as me with 60 fps.

First of all here is my system:

Asus P5Q Motherboard
Intel Core 2 Quad Q9550 Processor
ATI Radeon 4870x2 Graphics
4GB DDR 2 800mhz RAM
Onboard sound

Software

Windows 7 64 bit
Windows Firewall conifigured to allow exe
AVAST Antivirus configured to not scan settlers folder
FRAPS to check fps
CPU-z, Core temp, rivatuner & GPUID to monitor temps and speeds of components.

I have set everything to full in game and set the res to 1920x1080.

I get 15-21 fps from the start of the game.

Temps are well within tolerances and the game only seems to be using 55% of my first gpu and about 45% of my second.

The cores of my processor are as follows:

1- Around 85%
2- Around 55%
3- Around 55%
4- Around 40%

Total RAM used is 3.15gb leaving about 800mb free.

I have run the game with disabling catalyst AI, this affects nothing.

I have the 11.5 driver for my graphics card.

Does anyone have any ideas on what I could have missed?

That was a quick reply thank you.

I have disabled crossfire and found it affected the scroll stutter in the game but not the fps (this has now been fixed by the publishers). The fps stays the same with crossfire on or off.

Sorry my bad.

Im not actually sure which PSU I have. The computer was custom built so I assume it supports the components.

I get like 40 fps on Crysis 2 on extreme settings so the power supply supports the full usage of the card.

Ive opened the side of the PC and it has no writing on it or marks or anything. Even on the back of the case it says nothing about its make or wattage.

The company I ordered it from has the order but it doesnt list the PSU. I will be able to call them to verify but it seems ill have to wait till Monday as they are shut.

Ok ive taken it out of the PC case and found it to be an 800 watt PSU, however it doesnt have any make listed on it.

I found out it wasnt the psu that came with the pc that is in it now, that one broke. I now have a 750w psu I purchased which I have the details for now.

750w Powercool PC 75AUBA

+12V 1 = 1 - 20 A
+12V 2 = 1 - 20 A
-12V = 0.8 A

Just checked, on that link some of the details conflict with what the product packaging says.

+3.3V = 0.3 - 30 A
+5V = 0.3 - 30 A
+5V SB = 3A

Max Wattage on orange / red = 245w
Max Wattage on yellow / yellow black = 480w
Max Wattage on blue / purple = 25W

I thought you couldn't run cross-fire on an Intel Chip set? That was all over the net a long time ago; everyone knew about it. I even placed two ATIs on an Intel Chip set and sure enough, you can't run ATI crossfire on intel. You need Nvidia's SLI or switch to AMD chipset.
