Radeon HD 6850 overheats upon windows start

yesterday i noticed that my computer is making a loud noise, similar noise to when i am running a game like Cryisis 3, witch would be normal if i was running a game, but in this case i had just started the computer.
I found out that it is my MSi Cyclone radeon HD 6850 that overheats for no reason and starts to go insane as soon as i start the pc, when I deleted my latest 13.1 drivers ad reinstalled them all came back to normal, but today as i started the pc same happened and again as i delete the drivers the card just goes back to it's normal state.
I am not sure what is the problem here and could anyone help?
Oh and all the games I have run normally with no problems, witch means the card is fine but something is making it overheat.
 
fan is working, and the temperature now is 37 and i was watching some videos, as i said note that this happened as i started windows and the second and uninstal and reinstall the drivers everything gets back to normal. if it was a hardware issue i wouldn't think a simple driver installation will solve it.
Never the less I should do that anyway cleaning is always good.
