can irun radeon hd 6850 in 450 w psu

Should be okay, but AMD recommends 500w PSU - - however there recommendations are always higher than what you need in reality just to allow for those people who have a "fully loaded" system, multiple hard drives etc

Depends on the 450W PSU. I know 380W PSUs I'd run that card on, and 500W PSUs I won't let anywhere near it.
