Radeon HD 6950 wont boot. Black screen and 8 beeps!

I am installing a Radeon HD 6950.

When i plug it into the motherboard with all power cables and such, and turn on the PC, there is nothing displayed on the monitor. After 4 or 5 seconds, 8 beeps come from the mother board.

This GPU was being used without problems up until the day that it was given to me (by a friend) so i know this is not the problem.

I have a 650 watt power supply so i doubt this is the problem.

Before installing the GPU, i downloaded the updated drivers for it, and deleted the old drivers from my previous GPU.

What should i do?
 
Put your old GPU back in your PC to make sure it's not a motherboard problem and see if that works.

Put the HD 6950 in a different PC to rule out that it isn't defective for whatever reason.

Re-check your cables going from PSU to GPU. Simply reinstalling some devices or re-seating the GPU in the slot does actually solve bad connection issues at times.

Are you using HDMI, DVI or Display Port? Maybe try a different port or display method to rule out one of the ports on the card aren't faulty.
