radeon HD 7770 1 GB GDDR5 upgrade?

guys i have around 35~70 fps on Counter Strike Global offensive and i want more, at least 120 budget so my pc specs are:
nvidia gt 520
2GB ram
Intel Pentuim Dual Cpu E2160 1.80 ghz
if i get Sapphire AMD/ATI HD 7770 1 GB GDDR5 would i get 80+ fps :))?

If you crank your settings down that low, you probably can. Even with the weak CPU. But the above still holds true. There's a lot more to smooth game play than simply frames per second. Poor frame times or frame latency is what will make game play seem less than buttery smooth. You may AVERAGE 75 fps, but some frames will take longer to render than others. That long frame time is what you perceive as stutter, lag, etc. Then there's the internet traffic and the server you play on... but that's for another discussion.
If it makes you happy to see your fps increase, go for it.
It will be an improvement, but the actual frame rate will be determined by the screen resolution, the in-game settings, the number of other players on the server, etc. But if you game with a std. monitor that has a 60 Hz refresh rate, I can't fathom what you think you'll gain with more frames per second than the panel can display.

my friends told me that i have to get 100fps+ i don't know why, anyway i have a 75HZ monitor and i will be playing at low settings and 800x600 resolution, competitive match's the most, if i get this driver will i get about 75~100 fps?
