[FIXED]
Alright so I fixed this issue, I don't really know why it fixed it but I just decided on a whim to plug the GPU into my secondary PCI-e slot, not my primary, well it booted right up just fine. So yeah, I put it in the black slot rather than the blue one and it works, I don't know why and I probably never will. My old GPU was in the blue one, so I know it works, who knows.

tl;dr: Installed new GPU, everything seems to spin up but only getting black screen on display, no boot screen, no logo, the LCD tv does not change at all with the PC on or off.

I recently decided to upgrade my old GPU seeing as how its in dire need and I am having some serious issues with it. I will go step by step through my issue:

My old GPU is a GeForce 8400GS, it works well but its just too old for the new games

I upgraded to a PowerColor Radeon HD 7790 1GB (PowerColor AX7790 1GBD5-DH/OC Radeon HD 7790 1GB 128-bit GDDR5 PCI Express 3.0 CrossFireX Support Video Card)
New GPU seen here: http://www.newegg.com/Product/Product.aspx?Item=N82E16814131490

had to buy a molex to 6 pin PCIe adapter because I was lacking a 6 pin PCIe.
Adapter seen here: http://www.amazon.com/gp/product/B0086X0KQM/ref=shptrk_scth

Uninstalled the Nvidia drivers

Alright so I hooked all of my hardware up and used the the DVI to VGA adapter that came with the card to hook it up to my TV because I am lazy and didn't feel like running an HDMI cable.

The PC booted up normally, all fans spinning, all lights on, HDDs humming away, the GPU fan is spinning as well. However, I get nothing on the display, it does not react at all. I tried flipping through every mode and still nothing. Took everything apart and put it back together with the same results. Tried using an HDMI instead, same results.

The GPU is in the blue PCI-e slot, same one I run my GeForce 8400 in, I have switched back to my GeForce card and am currently typing from the computer, all is well with the system so it must be the GPU.

System Specs:

PSU: Kingwin ABT-1000MA1S (1000W)

GPU: attempting Radeon HD 7790, currently using GeForce 8400 GS

CPU: AMD Phenom X4 9850 Black Edition

MOBO: ASUSTeK Computer INC. M2N32-SLI DELUXE (Socket AM2 )

RAM: 8.00GB Dual-Channel DDR2 @ 401MHz

HDD: Two 466GB Western Digital WDC WD50 00AADS-11M2B SCSI Disk Devices

OS: Microsoft Windows 7 Professional 64-bit SP1

Display: LCD TV (1360x768@60Hz)

I don't have the cable to fit the other port, its a DVI-D (Dual Link).
The card has a display port (I don't have a cable for that), an HDMI port (tried it, no result), an DVI-D Dual Link (no cable for this one) and a DVI-I Dual link (used the VGA adapter for this one, no result)

No lol I actually wasn't aware it was that old, my brother originally built this PC but he died last year so it was passed down to me, I have just been throwing what I have laying around in it, as far as I know thats how he built it as well, just scavenged parts from here and there for it. This GPU is the first part I have ever actually bought to put in it.

I have read about some mobos being incompatible with newer GPUs, think that may be the case here? I have some spares that are likely newer than the one in it I could dig out to see if they would work any better.

At any rate thanks for the link, I will see what I can update and see if that fixes it.

Alright so my BIOS is a bit out of date, Version 1903, the latest non-beta is Version 2205, or should I spring for the latest update that is still in beta, Beta Version 5002?
