Radeon HD 7950 powersaving problem

HI! I do got really weird problem with my xfx hd 7950. while i'm gaming game called "combat arms eu"and system recruiments is in this site http://en.combatarms.nexoneu.com/NXEU.aspx?PART=/Download/GameClient my graphics card is stucking core clock at 300/150 mhz which is insanely low.
I don't have this problem with any other games what i'm playing like planetside 2, far cry 3, hitman etc...
so its the game problem or my graphicsc card driver issue??? 😱
its really weird to me because my last graphics card was nvidia GTX 560 ti OC and it was run faster i mean much faster than my hd 7950 in combat arms 🙁 kind disapointed.
Don't worry i do reinstalled my windows so Nvidia driver issue could be disapeared.

My graphics driver is AMD CC 12.11 beta 11.

framerate with hd 7950 is about 70- 321 fps with hd7950 in map called junk flea + 300/150 mhz hardwaremonitor progam used is Msi Afterburner
and old gtx 560 ti had 160-430 fps with 1000/1200 mhz high performance mode

If you guys have some idea feel free to sent me ur opinnion.

processor: amd phenom x6 1100t oc 4.0 ghz with noctua NH D14
mainboard: m5a99x evo
hardrive: ssd 120 gb +600gb
PSU: coolermaster 750 watt
GFX: xfx radeon hd 7950 oc to 1100/ 1300 MHZ

Maybe the Driver isn't yet Optimized for the Game.

If this issue carries over other Games then it is serious.
Then you should probably replace your card because that maybe faulty.

Its probably your GPU downclocking because it has such a low load that it doesn't need high usage to get the frames you desire. Really, anything over 60 is a waste, and if your on a 120hz panel, anything over 120fps could be seen as a waste.

What if your GPU usage during that game?

My gpu usage is 0-34%. yeah i know.. but it stays at 0% sometimes but yeah :/.

I mean the game is old and frame rate per secound is really important no matter that ur screen can't run it but the gameplay is respont faster if framerate is higher... that's why i upgraded to hd 7950--- first i thought should i stayed nvidia... cuz never got problem with games i ofc should get gtx 670.
But yeah... already got this hd 7950 :/

First thing is to get rid of the EVO motherboard.

is that the problem??? i mean ... how it's possible? that motherboard is the reason because anyother games the video card works fine...
