Radeon HD 7970 GHZ VGA CRT Flicker

I have a Radeon HD 7970 GHZ edition GPU with a Core i5 3570K CPU. I have multiple monitors I like to use but one in particular is a Dell E772C CRT. Its Maximum resolution and refresh is 1280x1024 at 60hz. Whether I use DVI to VGA or Displayport to VGA at 1280x1024 at 60hz I get horizontal flickering most noticeable on bright/light content. I have not seen this issue at 1280x1024 60hz from Dsplayport to VGA on this monitor with my iMac or Xbox 360 with its VGA cable. Is there anything going on here that I can fix to remove this flickering? I fancy playing on it for the zero image lag and overall good PQ of the monitor and want to find a fix to continue to enjoy it. I just find it strange since this only happens with the 7970 in my PC and not from other hardware. Any help is appreciated.

Even with it disabled it will only allow a max of 60hz with 1280x1024 or above. Only at 1024x768 or below can I get 75hz or above.
