Radeon HD Win8.1

I've just rebuilt a Dell XPS8300 which was shipped with a AMD Radeon HD 6450 card. I had to reset the card for the BIOS to see it which it now does but when i plug the monitor into the card's VGA port Windows 8.1 64bit doesn't even load, indeed the screen is just red and black

I've updated all the drivers and this was fine in Win7, any ideas?

install drivers by setting compability run as windows 7 that will resolve the issue.
