[SOLVED] Radeon HD6850 Fan Not Spinning?

I am not sure if I am having an issue or not.

I am trying to fix a computer that wouldn't boot up and I got it to boot up again, however the Graphics Card (a Sapphire Radeon HD6850) may be having an issue. Not sure what to do or think.

There is a PCI-e Power port that's gets power from the PSU. When the power port is not plugged in, the fan moves, but the card doesn't work. When it is plugged in, the card works, but the fan doesn't move.

Is this graphics card supposed to operate without the fan running or not, and does this sound like a bad issue?

Some graphics cards will only turn on the fan when it gets hot. Use a GPU temp monitor and play some games to see if the fan will start running.
