My dad has a 2gb Radeon r7 240 graphics card on his dell optiplex 390 Mt. It works great for gameplay and has been doing great for months. However, The box says the requirement PSU is 400w, and his PC is 265w. I'm concerned, but many people have been saying that that is an exageration, and in reality the card uses little power. So, whats the truth? Should It be removed?

Solution
It's not an exaggeration but it's a bad guesstimate. They are trying to take a wild guess at the other components' power usage. Actual psu need should be based on your actual components. They could also give a higher rating based on bad quality psus having less 12v amps than better quality ones. This typically isn't as bad as it was back then so today's lower end gpus are showing lower recommended but still aim higher than needed in most cases. The card by itself uses about 30w max so the other components have to be pretty high power to need a 400w psu.
