Radeon R7 370 constant glitching

Hello. I am having problems with this GPU.
Setup:
PSU: Crossair 450W
CPU: i7-4790k
Mobo: Z97-Deluxe
GPU: Gigabyte Radeon R7 370 OC, 2GB GDDR5 (256 Bit), HDMI, 2xDVI, DP

The problem is that it glitches the visual for no reason. Especially noticeable on Google chrome browser. This did not happen before as I had NVIDIA GTX 640. Yes it was an upgrade to the R7 370 graphics card. All drivers are up to date. There is also noticeable fps drop from 130 to 20 and then goes back to normal, happens few times per minute. Also there is some kind of squeeking noise that I can't describe.

What are the solutions ?
 
How to say this. It's more like the graphic card does not perform as well as GT 640, it just slows down on rendering, extremely noticeable on google chrome. And on games, the frames just drop and go back up again. Temps 49 C while watching video, 56 C while playing Diablo 3.

That's strange... Do you mean it's taking a long time to load a picture on Chrome? Are you sure it isn't your internet connection? Also, is your fps dropping randomly? Try downloading Unigine Heaven (free version) and doing a benchmark test, then tell me the results.
