Radeon R9 270X 2GB not recognized/working by Windows 7 Home Premium 64-bit

Hello there Tom's Hardware community!

I was wondering if anyone can help with my Software/Hardware issue.

Prior to this, I was trying to upgrade to Windows 10, but I was fed up on how long it took to set it up and decided against the installation.
On September 1st, I woke up and I tried to turn on my Custom Gaming PC Build, installed with Windows 7 Home Premium 64-bit OS, but after Windows started up, I would only get a black screen instead of the login screen.
So, I initially thought there was a software issue, but I went ahead and cracked open my build to re-seat my graphics card. which is a AMD Radeon R9 270X 2GB graphics card.
To no surprise, nothing changed.

Then I decided to go on Safe Mode; strangely enough, it wouldn't work at times, thus causing my PC to reboot into the windows error window.

Eventually, I manage to get in. I performed all the steps to attempt fixing this problem via this link: http://windows.microsoft.com/en-us/windows7/why-is-my-screen-black-when-i-start-windows-7

I have used multiple System Restore points.

Sadly, still no success.

Since I figured that my graphics card was having issues, I chose to plug my old monitor directly to the motherboard instead of using my 65 inch Vizio Television that is plugged into my graphics card via HDMI Cable.

After that, I was able to login normally. However, after a short period of time, I would encounter a screen with blue and light blue horizontal lines, then my PC would reboot.

Finally, I have an epiphany, while sitting on the jon.
"It's the graphics driver!"

I went in and did standard updates on all drivers relating to my graphics.
Unfortunately, everything was up to date.

Out of a random thought, I decided to roll back my graphics driver, which actually worked and was functioning properly on my TV.

Stubborn me was not satisfied with this conclusion, since Device Manager recognized that my display device was connected to Standard VGA Adapter instead of my graphics card.

I put all my chips in and re-installed my Windows OS to see if that would change anything.
It did not...

SO, I went in and rolled back my driver, then I installed the latest driver updates for my AMD graphics card. I thought that the Catalyst Software Suite 15.7.1 update had issues, according to the BETA notes, and I was hoping that the 15.8 BETA version would fix the problem like the notes said they did with other issues.

Both drivers still ended with failure of black screen after startup.

I downloaded the drivers from this link: http://support.amd.com/en-us/download/desktop?os=Windows+7+-+64

Now, at this point I did a system restore prior to when I downloaded these drivers and uninstalled them in order to download an older version of the drivers in attempt to solve the problem.

Still, nothing has changed.

NOTES:


The problems I have now are as follows:

- My display in Device Manger still recognizes my graphics card as a Standard VGA Adapter

- My Audio output is not recognizing my TV speakers, therefore no sound is being played back.

The specs/hardware of my build:

- ASUS M5A78L-M LX Plus Motherboard

- ATI 6-core Processor

- Radeon R9 270X 2GB Graphics Card

- 500W EVGA Power Supply

- 4GB of RAM

- 65" Vizio Flat-Screen LCD Television

- Windows 7 Home Premium 64-bit Operating System
 
Solution
1) Do a clean Windows install. Forget Windows 7. Install 8.1 or W10. Both AMD and Nvidia's driver are faster, more stable and less error prone on Windows 8.1 and Windows 10 due to software advancements I won't list here.
2) First thing you do after a clean Windows install. Install the LATEST GPU driver. That means 15.8 Beta in this case.
3) Then you install all the Windows updates and nothing else. Restart as many times as necessary.
4) Install latest DirectX Redist.
5) Check GPU and monitor jacks to see if there is any problem with the cable or with the ports.
