Radeon R9 270x FPS drops until alt+tab

So hi guys, here is my problem. (and sorry for bad english :3)

Recently i got achive a new card, Gygabyte R9 270x 2gb OC. I mount it into pc, make fresh install of drivers, start fallout 4, was happy with 40-60 fps and then "Bam!" my fps goes down to 7.5 O_O after some minutes of being i press alt+tab and return to desktop, then i switch back to game and it was again 60 fps. Until some minutes later when this happen to me again, and again, and again...

My Config:
CPU: Intel Core i7 920, 2800 MHz
VideoCard: Gygabyte Radeon R9 270x OC 2gb
Mother: Asus P6T SE
RAM: 4 plates of 2 each Corsair DDR3-1333 (9-9-9-24 at 666mhz)
Hard: ST3500418AS ATA Device (500 Gb, 7200 RPM, SATA-II)
Power: Chieftec 850W

Before this i play fallout 4 on my old one card Radeon HD 5870, having 20-40 fps, was fine, no lags and no bugs, then i update to new one and start having this fps drops, so i think it's because of card, not game.

What i already do?
1: Reinstall drivers to new one, to beta one, to old one, to one that comes with card cd - didnt help.
2. Over clock
3. Down clock
4. Make power mode 20% in catalyst (heard that this may help)
5. Lowering graphics setting, boosting graphics setting, no mater what i do in game, always after some time fps drop to 7-8.
6. Checking my GPU temperatures, when it happen - it stands on 50-51C, i specially make experiment - force coolers to 20% speed and run game... in 80 heat no bugs... so this happen not because of heat.
p.s. 7 - strange thing, that gygabyte soft show me no lowering clocks and memory, when this lags happened

So, if it was a problem of CPU or RAM or simillar - i would have these glitches on my hd 5870, but i dont. It happens totaly randomly, but most of the time on lower fps, like on 30 fps i can have 10-30 bugs in a hour, but on 60 i also have some times fps lag.

Guys, i need you help... :3
 
Check your CPU usage on another monitor or something when playing if its above 90% then it could be bottlenecking your 270x (unlikely but you never know).

Also Fallout 4 doesn't have the best optimisation for AMD, have you tried playing other games does this happen with other games?
 


i play a hour with out this bug and CPU load under 50%, so i try simulate this by using the program called "GPU-Z" and run "CPU-Burner mode" that load my CPU to 100%, then i try play fallout and well, fps goes down to 7.5 as last day... so it's CPU?

Update: fps drops again in game, went looking my CPU load, it was down from 60% to 40%, nothing unusual

Update 2: happen again, so it was like 70 fps in game, gpu load at 95-97%, CPU load at 30-45%, heat 49 -> bam, fps 7.5, gpu load 99%, cpu load down at 13-20%, heat 49.
it's not heat for sure, i experement by runing fallout 4 with furmark burn test in same time, gpu load was 99, heat 65, cooler speed 20% and no bugs.
