Radeon R9 380 fans running at full speed all the time

Just got the card today. The fans keep running at 100% all the time,as soon as my PC starts.
First I used the drivers that came with the CD, then tried deinstalling again using the Display Driver Uninstaller Tool in safe mode and after that installing the latest Beta catalyst drivers. Same problem.
I connected the card using two 6-Pin connectors, tried it with two different cables or just one, doesn't change a thing.
Tools like MSI Afterburner show Fan speed at 24% (Edit: and ~3000RPM), but I can't adjust it. Just doesn't do anything.
It's REALLY annoying because the fans are SUPER loud... when I turned it on for the first time I mistook it for a plane flying through my room 😉
At least the GPU is nice and cool at a steady 30°C... also works really well, 40°C while in a game.

Did I do something wrong? Is there anything I can do?
 
I guess so. I also really can't see any more than that. And even if not, there are 2 fans, so if one of them is not plugged in correctly, at least the other one should be able to be controlled, right?
 
They both run on the same PWM controller. It could be you are running a stock heatsync on it or you need some better TIM on it. I would personally recommend Cleaning the GPU chip heat sink off VERY VERY carefully with isopropyl alcohol and Q-Tips. Water cooling it is your next best bet, but it can be difficult ETC. If it comes to it RMA or replace it.
 
I'm using it just like it came out of the box. The problem isn't that its getting too hot, its nice and cool at 30°C but despite that, the fans run at 3000RPM even though all the programs I tried show fan speed at 24%. So apparently, the software is telling it to spin at 24%, but instead it spins at 100%?
Could it be anything else than the graphics card?
 


Did you hit apply on the settings? Try using a different software. Use MSI afterburner or evga precision x16

 
Yes, I tried OpenHardwareMonitor, Sapphire TRIXX, AMD OverDrive and MSI Afterburner.
Do the settings persist even outside of windows? Do they get saved on the graphics card or something?
Because the fans start going full speed as soon as I turn on my PC, even before windows starts up. From 0 to 100 instantly.
 

The overclock is saved in windows as a profile, if you choose.

Well, I guess I will return it and get a new one, since I have no idea what could be wrong and besides this forum I have no idea where I could ask for help. The official Forum of the manufacturer seems to be pretty dead and if I were to open some kind of support ticket (don't even know where) it would take 2 weeks to get an answer (according to a forum user).

Hopefully it really is a faulty card and not my system, but I can't imagine why it would be anything else.
It also crashed twice to desktop while playing, "Display driver stopped responding and has recovered"...
Again I didn't overclock it or anything, using it just as it came out of the box.
 
Yes I returned it and after I got a replacement the fans on the new one worked perfectly.
Well, almost. The factory fan curve settings are kind of weird, as long as temps are under 75°C the fans will only run at 25% or something and only if it exceeds 75°C will they run faster. Which means it will never try and cool it below 75°C, even when in standby it will stay that hot. But with tools like MSI Afterburner I can set a custom curve. But that only works as long as Afterburner is running. A Little bit annoying but whatever.
 
Sounds like the fans weren't receiving the pwm-signal for what ever reason (no contac on the 4th pin on the header, broken wire or smthg else)...

Can you see the fan header on the board? It's typically white and located at the rear end of the card (as in close to the pcie power plugs, likely on the opposing edge). If you can try unplugging it and then just plug it back in again.
 


Yeah I can see the fan header. It looks like it is fully plugged in and not loose. The only way I can try to unplug it and plug it back in would be to take off the casing cause I can't reach it otherwise. So I'm gonna try and do that and report back.
