Radeon R9 380 weird fan behavior?

I have recently built a computer and i haven't really overly stressed the graphics card until now. It is an XFX Radeon R9 380 2gb with two fans.

I just tested it a little and it got a reading of 95 degrees Celsius on speccy but the fans were spinning for only about a second and then they would cut out and spin again for about a second in weird pulse like bursts. Is this normal? If not what could be the problem?

Also when I closed the application I was using it almost immediately dropped back to about 51 degrees and now is at around 38 degrees.

They work fine with catalyst control center. (not tested with load)
 
Is the gpu connected properly and suffiecient power is supplied? Also check for any clogs or blockages preventing the fan from spinning. Just to clarify, does it spin properly when idle(not using heavy load programs)?
 


I does though I haven't tested it whilst in load. Power problems is what I am afraid of, I didn't realise that my PSU's six pin connectors were the ones that were attached to each other (where one runs from the other). Or it might not even be powerful enough. I was told it would be though...

Intel Core i5 4460
Msi Motherboard
XFX Radeon R9 380
Antec Basiq VP - 500W power supply
2 x 4gb Corsair ram
1 x WD Blue 1tb
1 x WD Green 1tb
1 x OCZ trion 240gb SSD
1 x optical drive

The power supply was recommended by people on this site and I have a recommended wattage of 467 watts from the outervision calculator, which is cutting it close but surely that includes efficiency possiblities?

The cable is like that of the molex cables. A chain. Not sure how else to explain I'll see if I can find a picture
 


I'm don't know much about power supply's and the cables but it looks like this (only with six pin connectors). It is not two separate cords. I don't know if that means anything.

I am about to run a test using Heavy Load
 


The fans seemed to be working fine in the stress test (furmark) so I will have to look into the fan curve, though I don't remember seeing that in my bios

 
Sorry for the late response. If anyone is having the same problem I just installed MSI afterburner and created a custom fan cure. Everything is working perfectly now. Thanks for your help.
