[SOLVED] Radeon RX 480 Fans Not Working

I recently assembled a pc with parts that friends and I had acquired over the past several months, everything works great except the gpu fans refuse to spin at all. Tried Radeon, MSI Afterburner, etc. And cannot get them to spin at all. Radeon shows the demanded percentage correctly and actual rpm as 0 so I'm at a loss as to why it wont command them on.
Any tips are appreciated, thanks in advance.

The fan shouldn't spin before it gets to a specific temperatures but if you're setting the fan manually to spin in afterburner and they do not spin then I have no idea why. Something might be wrong with that GPU.

Yea I know they dont spin sub 60, but they arent spinning to even keep it from thermal throttling on idle. I am at a loss

The card should not be throttling on idle. The card should stay at idle temperature without the fans spinning. A GPU is not supposed to go to 60 on IDLE. Mine is at 27 right now.
