[SOLVED] Radeon RX 570 - new system build and screen flickers and crashes after driver installation

Just put together a new system:

Gigabyte B450 Aorus M Micro ATX
Ryzen 5 1600
Radeon RX 570 4gb
G.Skill Aegis 16gb DDR4-3000
Corsair CXM 450 PSU

After installing Windows 10 Home initially, I downloaded the "auto-detect" driver package and when install began the screen began flickering between black and the monitors default blue, occasionally flickering to a mangled version of the actual image that should be shown. PC boots to the BIOS fine. Im an idiot and tried to reinstall Windows - it lasted for a couple minutes into the install process before the monitor stuff started happening and now I can't boot using the Windows USB without it falling into this flickering within a couple minutes. I am losing my mind.

System Requirements
PCI Express compliant motherboard with one x16 graphics slot.
500W (or greater) power supply with minimum one PCIE 8-pin power connector is required.

I replaced the PSU with a 500w unit and the issue is still happening! What am I doing wrong?
