Radeon RX 580 8gb running at 16%

Hey everyone. I've been reading through these forums looking for help with my recent build. Everything is running smoothly with the exception of my GPU. I've checked drivers, uninstalled/reinstalled, changed settings, and tried to overclock (10%) and my frames will come up 10-15 in game for a short time and then sit back around 50. My most recent UserBenchmark test ran a 16% for my GPU specifically while every other component was around or above 100%.

Build:
Intel i5 9600k
Gigabyte Radeon RX580 8gb
G.Skill Trident Z RGB 2x8gb
Samsung EVO 500gb SSD
MSI Z-390 Motherboard

Any advice on how to get my system running more smoothly would be amazing.

This could be due to thermal throttling do you have a tight case with little airflow?

I didn’t look at the bench have you taken off the overclock l and also what is you psu

I have plenty of extra space inside the case and 5 fans to push air through. My GPU runs about 40 degrees C (about 110 F) while gaming.

Yes, I took off the overclock after it didn't change anything. My PSU is 650W.

Oops, it's actually a 750w, had it wrong. This is the model: Rosewill Hive 750 W 80+ Bronze Semi-Modular ATX Power Supply
