Question Radeon RX 580 Series Texture Glitching, I need help

Hello, I'll keep it short and simple, but whenever I boot up a 3D game (not 2d, they work perfectly fine), my fans will run, everything working fine, then BAM out of nowhere it appears to be literally making things neon, all sorts of colors, weird patterns , and more. It can take a while on some games for it to happen but the 3D games that i've played and had it happen on is: Roblox, Rocket League, TF2, SCP : Secret Labratory, Unturned, and more. There is no other way to explain it, I've tried solving it via software, which only worked in some games and was only a temp solution, and it works 100% fine except for 3D gaming, any help?

For reference, all my specs are good, temps are fine, and then this just happens. This is only an atom of how bad this can get. and also just so you know this video doesn't describe how bad it gets, if I can I'll play one of the games I mentioned for a bit then document any texture glitching for yall.

From what I've seen, using MSI Afterburner's stress tests run perfectly fine, and there's no issues, and remember it's the furball test so it renders each and every hair which is really stressful but it still runs it well. What we're planning on doing is upgrading the graphics card. It doesn't overheat, nada.
Also, my computer has all upgrades from my previous, and the one previous with WORSE SPECS MIND YOU INCLUDING VRAM didn't texture glitch. What I think is that it's most likely a hardware issue, but I don't know if theres any fix for it since i've seen people have faulty cards of the same kind with similar issues. Also, it runs pretty much every game around 60 fps or more, and especially Roblox texture glitching is an issue as it's not very demanding at all, as it can run like 30 fps on my lower end 6 year old tablet. I have no idea wtf is going on, but I really hope I can fix this and I really do hope its not a hardware issue.

EDIT: I found out that Surface Format Optimization was on, so I disabled it. I'll update when i see thy results.
EDIT 2: Played Military Madness again, no texture glitch within under 5 minutes when it normally texture glitches a bit before then.
