Although I don't have it, here's my thoughts on it:
When undervolted, I'd say it's a very good card, as it doesn't pull extreme amounts of power from the wall, runs close to a RTX 2080(Will run better in the future thanks to FineWine) and has 16GB of VRAM. It doesn't have ray tracing capabilities though; that might be a dealbreaker for some people, but for most people it doesn't matter.
Currently, I'd buy the VII over the RTX 2080 if they are at the same price, although that's mostly because I prefer AMD over Nvidia.
Even though it's not a bad card, I'm disappointed by it. It's not doing any goods for AMD either since they're actually losing money on it. 7nm Vega is a disappointment for gaming IMO.
