Question Radeon VII some bad performance, is Ryzen the problem or is something else wrong with my PC

I am currently leasing a Radeon VII from cutting edge gamer, and am trying to decide if I should return it in the first 14 days and get a refund for the first month and get out of the 12 month lease. I currently have a non overclocked Ryzen 1600 and 16 gb of DDR4 3200. When I got the card yesterday I tested some game benchmarks to see how it performed versus the GTX 1070 I had in my PC before and some games are running fine, but others are almost running worse or around the same as the 1070. Shadow of the Tomb Raider in DX12 and Forza Horizon 4 are running well, better then the 1070, but Assassin's Creed Odyssey is getting around 46 FPS max settings both in 1080p and 2560 x 1440. It ran better then that on the GTX 1070 I think, which is pretty bad result for the Radeon VII. Far Cry New Dawn gets 63 fps in 1080p max settings with TAA, 62 in 1440p, which I know isn't what other people on Intel CPUs are getting, and its around what my 1070 did. Is the Ryzen 1600 a bottleneck, and if thats the issue, should I get a Ryzen 5 3600 when it comes out and keep the Radeon VII? If I do that, will it make games runs as they should because its rumored the Ryzen 5 3600 performs like a Intel Core i7 8700K in games. Thanks.

Yes, I uninstalled all NVIDIA software and drivers before I installed the Radeon VII in the PC. I have a thermaltake 750w gold certified PSU, and I am not sure if the card is new or used.

I just tried some benchs to see CPU and GPU Utilization and Temps.

Far Cry New Dawn
GPU Usage - 100%
CPU Usage - 41%
Temp: 59C

Assassin's Creed Origin
GPU Usage - Between 80 and 93% (fluctuates during benchmark)
CPU Usage - peaks at 70%
Temp - 61C
