Radiation problem

I have a 3.3V, 25A PSU with MSI KT4V mobo, athlon xp2200.
Since i've built this pc myself, i'm not sure about the wiring stuff.

But my problem is this:
Whenever i sat in front of my pc i feel very hot very sudden. And if i try to touch the casing of my
cpu during run time, i will get shocked...

Can anyone lend me a hand on how to fix this problem??
What can i do or buy to remedy it?

Static problems in the house? Or do you mean a steady shock?

It feels like a slight electrocution, so what could it be?

The casing of the CPU, even when i connect a usb digicam into the back of the cpu, i can get minor shock(feels like a small tingy burning sensation in the fingers) throught the screw or metal part of my digi cam.

Am i missing some ground wires? Cos once i open the left side casing and while the system is still on i try to close back the casing by sliding in the left panel. But the wave was so strong(slight electrocuted feeling) when i try to move the casing near the cpu that i just had to let go of the left panel....
 
Sounds like the third prong isn't grounded. It's supposed to be grounded to the wall socket via a 3 conductor cable.

Sorry for being ignorant, but could you please be more specific on what is that and what should i check for?
 
Is your cord connected to a 3-prong wall outlet? If so, you should check to make sure the 3rd prong is grounded.

You can use a volt meter, or buy an electrical socket tester...
Some UPS's have a light/buzzer that when you plug it into an incorrectly wires outlet, it goes off.

If you're using a 3->2 prong adapter, screww the little metal tab on the adapter into the electrical outlet.
