Question Radiator Problem With My Soundcard

I received today the soundcard I bought, but the problem is that its black radiator is... off, so to speak. I mean it is not fixed on the card, or on the card's audio chip/processor, however it is called. Look at the photos:

You can clearly see it has been on the card/chip before, but now it is off. I don't know what happened, why it is off, but I wanna know what to do. Can I insert the card without the radiator in my PC? Will the card work without the radiator?

Or, if the radiator needs to stay on the card, how should I stick it back?
 
I advise contacting Tech Support for that card. The heatsink MUST be attached to that chip properly to ensure good heat removal. They should be able to tell you how to do that.
I bought the card second-hand from a guy from another town, so I can't get tech support, unfortunately. That's why I try to seek for help here.
 
It was most likely originally stuck on there with a thermal adhesive instead of being clipped in. Seeing as it's a sound card you're probably fine with double sided thermal tape. I would not suggest running without it.
