Is it supposed to be doing this, or is that red light an indication of an error?

Is it blinking red instead of being solid red when charging and solid green when charged? My AA/AAA charger does that when a pair of rechargeables are in there that are too mismatched, or if one is dead (and can no longer be recharged.) If it is blinking red when nothing is in it, I wouldn't use it any more if that is a new behaviour.
