Radom GPU usage drops. Resulting in quick freezes.

Recently i sent back my graphics card for an RMA because i suspected that it was faulty and it was creating sudden fps drops and stutters in my games.But what a surprise, the GPU wasn't the issue. almost every game i play has this issue where my GPU usage drops and my game freezes for like half a second. This is very annoying and ive tried almost everything. I've been trying to fix this issue for over 6 MONTHS! Ive tested my ram, not the issue. I've sent back my GPU, not the issue. what do i do next? I have reinstalled windows 4 times with no fix. Please gamers if you or a person you know have had this issue please comment down below. Ill try to provide all the info you guys need to troubleshoot this.


*MY SYSTEM SPECIFICATIONS*
- Zotac Nvidia GTX 770 2gb *********IM AM NOT USING THIS AT THE MOMENT
-Intel I5- 4670k @ 3.4 ghz with turbo boost (with corsair h60 water cooling)
-16 Gb corsair vengeance ram
-2 TB Western Digital Black
-1000w XFX power supply unit(modular)
- Asus Z87-A motherboard
-windows 8

I dont know if I stated this above, but I reinstalled my operating system i think 3 times so far, all those times to fix this issue but it still persists. If refreshing my pc is different then a reinstall please reply stating so.
 


it says some files are missing, your windows installation or recover media will have them. I put in my windows disk and this still happens. And im pretty sure this wont fix it because like i said i reinstalled my OS numerous times. The reinstall is like a better Refresh
 


This issue happens on every game i play. So uninstalling isnt the solution. I wish things would be fixed that easily.
 


I did they told me to RMA it, but when i got a new one back i figured the GPU wasnt the issue.
 


Yeah I have that's the thing, this issue is so frustrating I wish more people could be active on this thread... Anyway thanks man I've been thinking for a while it might psu related for some odd reason, I don't know why but I've done literally everything and it's time to strip this new machine up. Thanks again for your help.
