For me, the most glaring problem with this old game is it lack of a save
game feature. Well, OK, you can save the game THREE times during the whole
thing, but that's lame. Does anyone know a code you can use to reset that 3
game save limit?

You should be completing it without saving it. Besides, I'm sure its 3 saves
per level

Yes, 3 saves per level. that's more than adequate. I'm a fan of quick save
features, but three allowable saves per level is just fine for the length of
each level in Rainbow Six

3 saves per LEVEL? That didn't seem to be the case but if it is, I agree
that that's more than adequate. I HAD to use a save when I had to sneak
around solo because it was just plain tedious to do that over and over
again. Other than that, I'm as far as the garage with no other saves used.

So is Black Arrow the same way?

No, you're wrong. It's 3 saves for the whole GAME. I just checked, hoping
that you were right, but that's not the case. I guess we're back to the
design flaw. Bummer.
