Rainbow Six Siege ,Low FPS with 2500k on 4,9...

Hello Guys,I ran in this problem. So,mostly I play Six siege ,but I'm getting fps below 144.Everything is on low,my old sandy is pushed to 4,9 ,wich I belive is good OC. So,I tried to change the resolution,got it to the 1024x1080,but still the same fps. Then ,the problem must be cpu bottleneck,as far as i know.But I cant belive it . I got old 290x ,8 gb 1333 ram,and a good cpu cooler ( Noctua nhd 14)

I've friend with 4460k ,and 970 ,wich as we know is little better,or almost the same as my 290,and when he went to 1024 he got over 200 fps.


And yea,when i check the task manager it says that my cpu is on 100,and the only thing that actually load my cpu is Six siege.Then 4,9 on 2500k isnt enough for that game?

I think it's not that bad at all. I know my PC isnt that good anymore,but still below 144,sometimes even below 100 plus no anti-aliasing,and everyting on LOW,is strange thing
 
delete all amd drivers with DDU uninstaller and reinstall the latest from amd.com

undo overclocking and try the game again

the GPU is seated in the blue PCIe slot?

be sure to backup important data before updating the firmware/Bios:

update the BIOS version to 3701 of the motherboard:

I had a lot of work at all,and I just didnt have time to test and write here. So, I did everything ,and nothing helped. Then I tested how is my pc doing at all when I'm running the game(using msi afterburner) . And what i saw.... My CPU is almost always on 100 procent ,while my gpu is going from 90 to 0 procent.. wich means bottleneck apparently.

So , I was almost ready to throw the "old and outdated sandy" ,but i just saw one video ,where one guy tested 2500k on 4.6 and it was still good enough,compared to 6500 ( link to the video https://www.youtube.com/watch?v=frNjT5R5XI4 ) . The main thing is that in this video he said that the ram speed is very important.And there's like 20-5 procent difference between 1600 and 2133 with OC.

My ram's 1333. I think i'll try to get 2133, but again i want to ask you what do you think about it. Cuz I dont want to throw my money .I really can't see where is the relation between OC and ram speed overall
