Rainbow Six: Siege, Unknown Graphics Card

Hey guys recently I've been unable to play Rainbow Six: Siege. I will start the game and get around 10 fps constantly. I know other people have had this problem before and here's a list of everything I've tried:
- Reinstalling/Rebooting
- Verifying Files
- Disabled IGFX
- Double Checked Nvidia Graphics Card Settings
- Changed GPU adapter value
- Updated Graphics Drivers

Device manager recognized my graphics card perfectly.

These are also my current specs:
GPU - EVGA GeForce GTX 960
CPU - Intel Core i7-6700k
Ram - 16 Gb HyperX DDR4
Operating System - Windows 7 64-bit

I have tried every solution I have seen, and none have worked so far. Help is greatly appreciated so I can resume practice with my team. Thank you.
 


I was able to get idle temps for the game but not under stress because I could not open anything besides the main menu.
The CPU temp had an average of about 90 deg C at idle and the usage seemed unusually high at 85-95%
The GPU temp was at a steady 46 deg C the entire time
This looks to me like the game is trying to use the CPU instead of the GPU?
If so i have gone into Nvidias control panel to fix this with no success, and PEG is selected not IGFX in the BIOS.

P.S. Launching with -dxlevel 81 had no effect
 


90 Celcius on the cpu is waayyyyyyyyy too high. Check the cpu heatsink and reapply thermal paste. Are you using the stock cpu cooler or aftermarket.
 


Also, check your voltages. That will cause all the heat.
 


I am using a Thermaltake Water 3.0 Ultimate
The voltage of the CPU was at 4599.34 Mhz
 


That is your clock speed of 4.6ghz, not your voltage. That should not be that hot. Check and see if you can hear your pump for you water cooler. It may be almost dead. Here is a link to where you voltage can be located and what it should look like or be around. I think your cooler is dying on you.

The voltage is around 1.440V
I don't see how me cooler dying would effect Rainbow Six?
 

Have you tried to get a stable OC wit ha lower voltage? Does it only do it in Rainbow Six?
 


If by OC you mean Overclocking, no I have not. I have run other games and noticed temperatures much lower in the high 60s C. Also when I ran Overwatch for comparison the CPU voltage was around 1.28V.
It seems Rainbow Six is the only game causing/having these problems.
 


The max turbo frequency of the 6700k is 4.2 ghz so that is extremely weird. It must have an overclock to run at 4.6. hmmmm...

Contact Ubisoft and tell them your story. They may have had someone that called about a similar issue and could give you good feedback. There must be an OC on that cpu for it to be 4.6.
