Ram compatibility issues

I'm having a slight issue with my ram. My setup is a ryzen 5 2600 with a b450-f gaming motherboard and 16g corsair valance pro rgb 3000mhz with an sapphire rx 590. I've seen people play gta 5 at 1440p no issue with the same setup I play it at 1080 medium and for example when I look at a densely populated area my fps tanks which makes me think it's a ram issue. But on closed world games like rainbow six I sit at like 200 fps very high settings. I would love to get some advise on this. And I have every bios update I think think of kept up to date.

My card is overclocked at far as I can get it that's why results were so good with siege because I originally got like 120 but I'll check out that video and see if it helps
