I got my hands on a Hpe 32Gb 2Rx4 Pc4-2666V-R Smart Kit

I was wondering if its a server only memory or it will work in a normal pc

That is ECC Smart Memory made for Server class platforms. Consumer platforms such as your home PC does not support ECC typically.

If im correct ryzen should support ecc memory no problem

Ryzen supports ECC, but not registered ecc.

Even Ryzen Threadipper does not support registered ecc ram. Only server platforms such as epyc support registered ecc ram like that.

It won't work.
